Resumen : Resumen: Este trabajo busca evaluar las limitaciones para desarrollar capacidades que enfrentan los niños y jóvenes en cinco barrios informales de la ciudad de Bahía Blanca, especialmente en educación. Para ello, se utiliza información de la Encuesta Permanente de Hogares (INDEC) y de tres relevamientos propios. Se halla que, en relación con el total de niños y jóvenes de la ciudad, quienes habitan estos barrios sufren graves privaciones educativas, siendo más fuertes en el acceso a preescolar y secundaria, y en la terminación escolar en el tiempo esperado. La deserción y la repetición también son significativas. A la luz del enfoque de Sen, estos resultados pueden contribuir al diseño de políticas para mejorar el bienestar.
Abstract: This paper seeks to evaluate the limitations on the development of the capabilities of children and youth from five informal settlements of the city of Bahía Blanca, especially in education. The analysis is based on information from an official national household survey and three surveys designed and administered for the purpose of this research project. We find that, relative to the city’s total population, children and youth who live in these vulnerable neighborhoods experience severe deprivation in education, particularly in access at the preschool and secondary school levels. Dropout and grade repetition are also quite significant. The analysis of these results through the lens of Sen’s capability approach can assist in the design of policy interventions to enhance wellbeing.
