Las organizaciones de la sociedad civil en el mundo de hoy : humanizando el desarrollo

Abstract

Resumen: este capítulo explora la contribución de la sociedad civil al desarrollo humano. comienza con una revisión del enfoque de las capacidades y resalta que la afiliación es una de las capacidades humanas básicas identificadas por martha nussbaum. en ese sentido, se argumenta que la sociedad civil es esencialmente el escenario donde las personas se unen para ejercer su capacidad de afiliación. luego, se describe cómo la red mundial de organizaciones, civicus, concibe la sociedad civil y la metodología que utiliza para medir el Índice de la sociedad civil (isc). según civicus, la sociedad civil es “la arena o escenario, fuera de la familia, el estado y el mercado, que se construye mediante acciones individuales y colectivas, y por organizaciones e instituciones, para hacer avanzar intereses comunes”. el isc se mide en cuatro dimensiones fundamentales (compromiso cívico, nivel de organización, práctica de valores e impacto percibido), que luego se analizan en el contexto de una quinta dimensión: las condiciones externas. Finalmente, se identifican algunos indicadores concretos recogidos en el proceso de medición del Índice de la sociedad civil que representan un aporte a la cuantificación de la capacidad de afiliación. los mismos son: el voluntariado, las redes sociales, la densidad asociativa y los valores (transparencia, rendición de cuentas y responsabilidad).

Abstract: this chapter explores how civil society contributes to human development. it begins with a review of the capabilities approach and therein notes that affiliation is one of the basic human capabilities identified by martha nussbaum. in that sense, it is argued that civil society is essentially the space in which people come together to exercise the capability of affiliation. the chapter then describes civicus’s notion of civil society and methodology for measuring the civil society index (csi). according to civicus, civil society is “the arena or space outside of the family, the state and the market, that is constructed through individual and collective actions, and through organizations and institutions, in order to advance common interests.” the csi is measured in four fundamental dimensions (civic engagement, level of organization, practice of values and perception of impact), which are then analyzed in the context of a fifth dimension, external conditions. Finally, the author identifies several specific indicators gathered in the process of measuring the csi that can be useful for measuring affiliation, notably volunteerism, social networks, associative density and values (transparency, accountability and responsibility).
