El ascenso de China en Asia central y su relación con Rusia : un análisis desde las iniciativas multilaterales (2013-2018)

Abstract

Resumen: El ascenso de la República Popular China ha sido el fenómeno internacional más trascendental en términos estatales de las últimas décadas. Sin embargo algunos actores, como los Estados Unidos y sus aliados en el Asia Pacífico, han visto este hecho con mayor preocupación que complacencia. Pero ¿qué sucede con la Federación de Rusia? El ascenso de China afecta a una región geopolíticamente importante para Moscú como lo es el Asia Central, región fundamental para Beijing en términos de economía y seguridad. El presente artículo pretende avanzar sobre las características de la creciente influencia china en la región y el tipo de relación que mantienen ambas potencias respecto de la misma. Para ello analizamos las distintas iniciativas regionales que promueven China y Rusia sobre la región del Asia Central (BRI; OCS; UEE; OTSC). Se concluye que, en lugar de seguir una política tradicional de balance de poder, ambas supertpotencias han logrado una convivencia relativamente pacífica en la región a partir de la “especialización del trabajo” y la legitimización de su accionar que proveen las instituciones que han promovido.

Abstract: The rise of the People's Republic of China has been the most far-reaching international phenomenon in state terms in recent decades. However, some actors, such as the United States and its allies in Asia-Pacific, have viewed this fact with more concern than complacency. But what about the Russian Federation? China's rise affects a geopolitically important region for Moscow such as Central Asia, which is fundamental for Beijing in terms of economy and security. This article aims to advance on the characteristics of China's growing influence in the region and the type of relationship that both powers have with it. To this end, we analyze the different regional initiatives promoted by China and Russia over the Central Asian region (BRI; OCS; UEE; OTSC). It is concluded that, instead of following a traditional policy of balance of power, both superpowers have achieved a relatively peaceful coexistence in the region based on the "specialization of work" and the legitimization of their actions provided by the institutions they have promoted.
