Lecciones de la carrera diplomática para la formación de la burocracia argentina

Abstract

Resumen: Este artículo describe la carrera profesional y el trabajo diplomático en Argentina, y destaca en papel del Instituto del Servicio Exterior de la Nación (ISEN) en la selección y formación de profesionales idóneos, que contrasta con otros sistemas de selección y formación de funcionarios. El autor refleja el modo en que la Cancillería pudo generar su propia burocracia y consolidarse como un actor legitimado para responder ante situaciones de crisis e intervenir en la formación de políticas exteriores.

Abstract: This article describes the career and diplomatic work in Argentina, and highlights the role of the National Foreign Service Institute of the Argentine Ministry of Foreign Affairs (ISEN) in the selection and training of skilled professionals, which contrasts with other systems of selection and training of officials. The author shows how the Foreign Ministry could generate its own bureaucracy and establish itself as a legitimate actor able to respond to crisis situations and intervene in the formation of foreign policy.
