Gestión de la actividad portuaria del Estado argentino. Una aproximación a la institucionalización del puerto de Buenos Aires (1890-1960)

Abstract

La investigación ahonda en la conformación de espacios institucionales dentro de la administración estatal argentina para la organización y gestión de la actividad portuaria en Buenos Aires, a partir de la inauguración de Puerto Madero hasta su centralización institucional con la creación de la Administración General de Puertos en 1956. Esta cuestión, escasamente transitada por la historiografía, permite observar las tensiones existentes entre la gestión portuaria y la aduanera, y precisar los diferentes estadios institucionales adquiridos. Son aspectos que surgen como relevantes para el análisis y la comprensión de la evolución del sistema portuario argentino, y las políticas instrumentadas en el orden nacional en tal sentido por los sucesivos gobiernos. Como fuentes se utiliza principalmente documentación oficial de gobierno comprendida entre 1890 y 1960.

The research delves into the formation of institutional spaces within the Argentine state administration for the organization and management of port activity in Buenos Aires, from the inauguration of Puerto Madero to its institutional centralization with the creation of the General Administration of Ports in Buenos Aires. 1858. This issue, rarely covered by historiography, allows us to observe the existing tensions between the port and customs space, and to specify the different institutional stages acquired; aspects that emerge as relevant for the analysis and understanding of the evolution of the Argentine port system, and the policies implemented at the national level in this regard by successive governments. As sources, official government documentation between 1890 and 1960 is mainly used.
