Formación de una elite de inmigrantes y criollos en el departamento de San Rafael (Mendoza) y su incidencia en la política provincial en el prolegómeno de la sanción de la ley Sáenz Peña

Abstract

Tomando como punto de partida los cambios visualizados en Mendoza, en la región de San Rafael, a comienzos del siglo XX, el artículo tiene por objeto constatar si a comienzos de esa centuria particularmente durante los gobiernos de los civitistas Elías Villanueva (1901-1903) y Carlos Galigniana Segura (1903-1905)- la sociedad sanrrafaelina desarrolló comportamientos "autónomos", no obstante el centralismo político-administrativo establecido por la constitución provincial de 1900, y las prácticas electorales que tendían a asegurar la sucesión del oficialismo en el poder. No nos referiremos en particular a la actuación en el ámbito de gobierno municipal sino sólo en tanto ésta ilumine la comprensión del tema propuesto.

Mendoza. in the early 20century. this article has the purpose of verifying whether. at the beginning of said century, and in particular during the Civist administrations of Elias Yillanueva (1901-1903) and Carlos Galigniana Segura (1903-1905), San Rafael society developed "autonomous" behaviours in spite of the centralized political and administrative system established by the 1900 provincial constitution and of the electoral practices intended to ensure the permanence in power of the official party. We are going to focus on the activities carried out within the scope of the municipal government only to the extent to which the same cast light on the understanding of the subject proposed.
