Análisis de la función de producción educativa y sus componentes en la educación universitaria argentina : medición del producto del servicio de extensión

Abstract

Resumen: La tesis está organizada en cinco capítulos: el primer de ellos examina el problema de la investigación, los objetivos, hipótesis y la metodología que guiará a la misma. El segundo, se centra en el campo de la economía de la educación y la descripción de la educación superior universitaria en Argentina. El tercer capítulo, describe la función de producción convencional que emerge de la teoría neoclásica y se detalla su analogía con la función de producción educativa. Se definen los insumos y productos más empleados en la función de producción educativa en el nivel superior de educación, para finalmente mostrar los métodos paramétricos y no paramétricos que se han utilizado para aproximar la forma funcional de la misma. El capítulo cuatro expone la revisión sistemática realizada para Argentina sobre funciones de producción educativas en la educación superior, divididas según la base de datos utilizada. Finalmente, el capítulo cinco plantea la importancia de estudiar el producto del servicio de extensión universitaria y se diseña el Indicador de Posicionamiento de Vinculación del Servicio de Extensión Universitaria (IPVINSE). Se presenta el desarrollo matemático del indicador y la aplicación de la metodología del Beneficio de la Duda, finalizando con las conclusiones.

Abstract: Over the last 45 years, researchers in economics of education have focused their research on defining what kind of organizational, personal and contextual factors have influenced the educational performance of students. The Coleman Report et al. (1966), was the first study that allowed a discussion about the estimation of educational production function as a conventional production function. Many studies have supported or banished the possibility of estimating an educational production function (FPE), as a standard production process. This thesis shows an analysis of FPE at the Higher Education level, in which details all of their components (inputs, outputs and the estimation of technological input-output relationship). Studies are classified by data base. The aim of this thesis is to respond about how the Third Mission (extension services) of the Argentine Universities is measured. The systematic review reveals that it was measured by simple indicators. Besides, there is no evidence about a composite indicator that combines some activities, inputs or results of the Third Mission. This thesis designs a composite indicator, named IPVINSE, to measure out the services that faculties provide to improve the whole society welfare. The Benefit of the Doubt (BOD) method is applied to enhance the weight scheme of IPVINSE. To reach this principal objective, the document was organized in 5 chapters. The first chapter shows the research methodology. The second one analyzes the field of economics of education and the importance of its study. The third chapter explores the implications of educational production function. It analyzes the definition, measurement of inputs and outputs in the FPE, considering the higher education level. A summary of the main parametric and nonparametric methods for the FPE estimation is exposed as well. Chapter four describes studies of FPE in Argentina and shows some details about data base, results and methods of estimation. Finally, chapter five reveals the university third mission importance and shows the mathematical development of IPVINSE with the BOD application. Finally the thesis has set out six questions that have been developed through five chapters and their key findings are detailed here.
