¿Es negocio invertir en Generación Eléctrica Solar en Argentina? : análisis del negocio de generación renovable y evaluación de proyectos de generación eléctrica solar fotovoltaica de gran escala en Argentina

Abstract

En octubre de 2015 se promulgó la Ley 27.191, en la cual se estableció como objetivo lograr una contribución de las fuentes de energía renovables hasta alcanzar el 20% del consumo de energía eléctrica nacional al 31 de diciembre de 2025, lo cual implica incorporar 10.000 MW en generación renovable, creando un escenario auspicioso para el ingreso de capital privado nacional y extranjero en el sector energético. Sin embargo, las turbulencias macroeconómicas que viene atravesando la Argentina, provocaron que proyectos de inversión en energías renovables enfrentaran serias dificultades para conseguir el financiamiento necesario para su desarrollo y no todos proyectos pudieron transitar exitosamente estas dificultades. Por otro lado, el déficit de inversiones en infraestructura para garantizar disponibilidad en la capacidad de transporte de energía eléctrica, dificultan aún más la concreción de nuevos proyectos de generación, tanto renovables como convencionales. El reconocido ranking “Renewable Energy Country Attractiveness Index” de la consultora Ernst & Young publicado en mayo 2020, posicionó a Argentina en el puesto número 18 en el ranking mundial general, pero en el primer puesto de la región, en atractivo para el desarrollo de energía solar fotovoltaica (Warren, B., 2020). Adicionalmente, en los últimos años, los costos de inversión en paneles y equipos solares han disminuido aceleradamente a nivel mundial debido a las mejoras tecnológicas y al crecimiento de la industria a nivel mundial (IRENA, 2020). En este trabajo final de MBA, se analiza el sector de energías renovables y sus características en el contexto energético local, la normativa y las condiciones económico-financieras que condicionan la realización de este tipo de proyectos en Argentina. Luego de analizar los aspectos fundamentales del sector, se desarrolla un modelo económico financiero en Microsoft Excel® que permitirá la evaluación de un proyecto (“project finance”) de generación solar fotovoltaica, estudiando el impacto de las distintas variables que afectan a su rentabilidad.

In October 2015, the law 27.191 was enacted, in which was established the objective of achieving a 20% of contribution from renewable energy sources of the national electricity consumption to December 31 of 2025, which implies incorporating 10,000 MW in renewable generation, creating an auspicious scenario for the entry of national and foreign private capital in the energy sector. However, the macroeconomic turbulences that Argentina has been going through, caused serious difficulties on the investment projects in renewable energies in obtaining the necessary financing for their development and not all projects were able to successfully navigate these difficulties. On the other hand, the deficit of investments in infrastructure to guarantee availability of electricity transmission capacity, make it even more difficult to carry out new generation projects, both renewable and conventional. The renowned “Renewable Energy Country Attractive Index” ranking by the consultancy firm Ernst & Young published in May 2020, positioned Argentina in the 18th position in the general world ranking, but in the first position in the region, in attractiveness for the development of photovoltaic solar energy (Warren, B., 2020). Furthermore, in recent years, investment costs in solar panels and equipment have fallen rapidly globally due to technological improvements and the growth of the industry worldwide (IRENA, 2020). In this final MBA work, are analyzed the renewable energy sector and its characteristics in the local energy context, the regulations and the economic-financial conditions that determine the implementation of this type of projects in Argentina. After analyzing the fundamental aspects of the sector, a financial economic model was developed in Microsoft Excel® that allowed the evaluation of a project (“project finance”) of photovoltaic solar generation, studying the impact of the different variables that verify its profitability
