Resumen: Perhaps at no point since the height of the international push for abortion in the mid-1990’s has the issue of abortion as a “Human Right” taken on such force as it is doing right now. Just this month, abortion has been imposed on Northern Ireland by the UK Parliament in one of the most flagrant abuses of democratic processes in Great Britain’s History. In the Republic of Ireland, pro-life advocates rightly feel that abortion has also been imposed on them by the European Court of Human Rights. In Jamaica, Poland, Croatia and many other countries around the world, the issue of abortion is currently (or at least very recently been) at the centre of political discourse.&#xD;
Philosophically and morally, there are few issues which approach the question of defining the substance of what is being argued in such polarising terms as with the abortion debate. The question of whether the unborn child is a human life worthy of protection should be a binary yes or no. Instead, the issue has taken on a life of its own, bringing with it questions of personal and physical autonomy, science, religion, and the worth we should afford to the most vulnerable of our fellow human beings, the unborn child...</description>

      <title>Los smart meters y la smart grid: desafíos jurídicos en materia de privacidad y salud</title>

Resumen: Resumen: Desde el punto de vista de la demanda de energía eléctrica, tanto los smart meters como la smart grid son convenientes, pero se alega que pueden afectar la salud o invadir la privacidad. Tanto la salud como la privacidad son bienes protegidos en la Constitución Nacional así como en normas infraconstitucionales en Argentina. Entre éstas, se pueden considerar la Ley de Protección de Datos, la de Acceso a la Información Pública, la de Marco Regulatorio Eléctrico, la de Argentina Digital, la de Lealtad Comercial, la de Defensa del Consumidor y ciertas normas de contenido penal. Esta legislación, tomada como muestra, parece hábil para encarar inicialmente la llegada tanto de los smart meters como de la smart grid, que son necesarios, en especial para beneficio de los usuarios de la red. Sin embargo, algunos interrogantes perduran, y, en su caso, se pueden adoptar respuestas remediativas o bien anticipatorias.; Abstract: From the point of view of the electric energy demand, both the smart meters and the smart grid are convenient, but it is alleged that they may harm health or invade privacy. Both privacy and health are goods that are protected by the national Argentine Constitution as well as by infra-constitutional norms. Among the latter, we can consider the data protection act, the access to public information act, the electric energy framework act, the digital Argentina act, the fair-trade act, the consumer defense act, and certain criminal regulations. This legislation, taken as a sample, seems to be suitable to face the initial stages of the coming of both the smart meters and the smart grid, which are necessary, especially for the benefit of the users of the network. However, there are concerns that still linger and they may, eventually, call for problem-solving answers or anticipatory answers.</description>

Como consecuencia de ello, la apreciación de la capacidad contributiva que detentan las personas con discapacidad atrae el foco de atención no sólo a la ley fiscal, sino a la adaptación de aquella bajo los preceptos, principios y objetivos de la Convención sobre los Derechos de las Personas con Discapacidad.; Abstract: In accordance with the subscription of the Convention on the Rights of Persons with Disabilities, Argentina is committed to the integration of this group of people throughout its legal system. As a result, the appreciation of the tax capability held by people with disabilities attracts not only the focus on the tax law, but also in the adaptation of it under the precepts, principles and objectives of the Convention on the Rights of the People with disabilities.</description>

Resumen: Resumen: El presente artículo estudia las sanciones en el procedimiento administrativo cuyo origen se encuentra en la inobservancia, por parte de los proveedores, de lo establecido en el Estatuto de Defensa del Consumidor. En primer lugar, veremos cómo se lleva a cabo el acto administrativo y quiénes intervienen en él. En segundo lugar, trataremos los eventuales recursos judiciales disponibles para los proveedores sancionados. Finalmente, analizaremos la responsabilidad civil del Estado por la imposición de sanciones administrativas.; Abstract: The purpose of this article is to find guidelines on a series of aspects related to the administrative sanction procedure as a result of the non-observance by the suppliers of the Consumer Defense Statute. Thus, it will be studied which subject is competent to substantiate the procedure and, finally, to issue the administrative act of sanction, how this procedure is carried out, what happens with the conciliatory instance and what decalogue of possible sanctions is presented to the Public Administration. Then the study will continue with the possible judicial remedies that the sanctioned providers may impede and which would be, where appropriate, the competent judge, to finally arrive at the development of a particular topic which is the feasibility or not of the civil responsibility of the State for the imposition of administrative sanctions in what would be a hypothesis of responsibility for its lawful activity.</description>
