Resumen: Since the 1950s, GDP has been the most widely used measure of societal progress for countries around the world. Yet GDP is essentially a measure of current market production and does not capture the wellbeing of households, how growth is distributed, nor the negative effects of growth on the environment and wellbeing of future generations. An expanding literature on the Beyond-GDP agenda has proposed many alternative indicators and measurement systems. Yet, there is little quantitative evidence on whether this agenda is used in policy. This paper assesses the extent to which the Beyond-GDP agenda has made its way into legislative debates in the United States and Canada by estimating word frequency indices of Beyond-GDP keywords overall and by topic (cross-cutting, environmental, social) in the full corpus of legislative debate transcripts during 1996–2023. Keywords were selected based on a literature review and tested through validation exercises. The results show that while Beyond-GDP keywords are increasingly used in legislative debates in both countries, the frequency of usage began at a higher level and rose more in Canada than in the United States. A large language model is also used to assess whether the statements containing selected keywords are consistent with the Beyond-GDP agenda. The results based on a modified index, which incorporates these assessments, are unchanged. Overall, the findings suggest that the Beyond-GDP Agenda has not been uniformly embraced in policy discourses across countries. The relatively low frequency of Beyond-GDP keywords found in the US suggests that the recent call for a renewed political commitment to the Beyond-GDP agenda by the United Nations (2023) is warranted at least in some countries.</description>

Resumen: Physical inactivity represents a major global health challenge. Recent findings indicate that approximately one-third of the global adult population does not adhere to WHO guidelines,1 which stipulate a minimum of 150 min of moderate intensity or 75 min of vigorous intensity physical activity on a weekly basis.2 Physical inactivity is one of the leading modifiable risk factors for non-communicable diseases (NCDs) and is responsible for an estimated 5% of all adult deaths,3 drives US$54 billion in annual direct health-care costs, and generates a further $14 billion in productivity losses.4 Without decisive action, the global prevalence of physical inactivity could rise, threatening the WHO target of a 15% relative reduction by 2030.</description>

Resumen: Este trabajo se propone analizar la polarización política en Argentina durante el período 1993-2019. Se aborda el fenómeno desde una perspectiva multidimensional que pondera lo histórico, lo teórico y lo práctico de este. Para ello, se consideran los clivajes políticos, la lógica partidaria local y el sistema presidencialista vigente en el país. La hipótesis considerada es que la polarización política es un fenómeno que debe ser considerado dentro de las reglas institucionales del sistema democrático de un país, sin perder de vista la incidencia de los procesos políticos históricos que la atraviesan. El relevamiento de información se basa en una combinación de fuentes primarias y secundarias, aplicando métodos cualitativos y cuantitativos que recopilan y analizan las actitudes de los bloques oficialistas y no oficialistas en decisiones legislativas. Con esta investigación se espera profundizar la comprensión de la polarización política en Argentina, destacando su influencia en el funcionamiento de la democracia y su evolución a lo largo de casi tres décadas. Asimismo, se intenta dar cuenta del papel que desempeña la polarización en el sistema político y cómo afecta la capacidad de consenso en la lógica legislativa y ejecutiva del poder público.</description>

Resumen: The complex interconnection between socioeconomic disadvantage and drug use disorders has raised global interest in community-based approaches to substance abuse prevention and treatment. This article analyses the origins, implementation, and opportunities for diffusion in Latin America of an Argentine programme that promotes access to treatment through partnerships between the national drug policy agency and geographically dispersed care and support facilities managed by civil society organizations. It argues that severe socioeconomic crisis, rising drug use, and inadequate government response, at the turn of the century, created the conditions for social innovation in substance abuse treatment by civil society. Central aspects of the programme are ensuring accessibility through territorially based facilities and proactive outreach; attending multidimensional needs through the creation of local intersectoral support networks; and addressing addiction by building relationships. Remaining challenges include the need to improve coordination between national and subnational governments and develop a robust monitoring and evaluation system.</description>
