Resumen : Resumen: El artículo muestra los resultados del Proyecto de Investigación “Cooperación transfronteriza y seguridad ciudadana en el espacio del Comité para el Desarrollo de la Cuenca del Río Uruguay (CCRU)”, radicado en la Universidad Nacional de Entre Ríos (UNER), años 2021-2023. Tres zonas fronterizas específicas se seleccionan para examinar los proyectos cooperativos y en securitarios en el escenario del CCRU, creado en 2018: Colón-Paysandú; Concordia-Salto; y la triple frontera Monte Caseros (Argentina), Bella Unión (Uruguay) y Barra do Quaraí (Brasil). La metodología de trabajo es cualitativa, cuenta con una primera fase exploratoria y una segunda instancia descriptivo-interpretativa. En los resultados se observa la superposición y falta de articulación entre los múltiples espacios de coordinación existentes en fronteras, tanto intergubernamentales, como bilaterales y transfronterizos. La multiplicación de instancias cooperativas no ha facilitado ni conseguido una coordinación institucionalizada, como tampoco criterios comunes para una seguridad ciudadana transfronteriza e integral.; Abstract: The article presents the results of the Research Project "Cross-border cooperation and citizen security in the space of the Committee for the Development of the Uruguay River Basin (CCRU)", housed at the National University of Entre Ríos (UNER), years 2021-2023.
The research addresses border regions and their security dynamics in the space of the CCRU, created in 2018. Three specific border areas are selected to examine, in the CCRU scenario, cooperative and security projects: Colón-Paysandú; Concord-Leap; and the triple border Monte Caseros (Argentina), Bella Unión (Uruguay) and Barra do Quaraí (Brazil).
The work methodology is qualitative, with exploratory phase at the beginning and a second descriptive-interpretative phase.
The results show the overlap and lack of articulation between the multiple existing coordination spaces at borders, both intergovernmental, bilateral and cross-border. Resumen : Resumen: El presente trabajo estudia la legislación en materia ambiental aplicable a la explotación de hidrocar-buros en las Islas Malvinas, y a los riesgos asociados a ésta en términos de seguridad ambiental. Esta actividad es considerada una de las más riesgosas en cuanto a los daños que podría provocar en el ambiente.
Si bien la temática de fondo la constituye el conflicto de soberanía entre Argentina y Reino Unido sobre las Islas Malvinas, Georgias del Sur, Sandwich del Sur y los espacios marítimos circundantes, más el lecho y el subsuelo, existen otros asuntos de relevancia para nuestro país como es el caso de la explo-ración y explotación de los hidrocarburos. En los últimos años el gobierno inglés promovió la presencia de compañías extranjeras en esta región, hecho que constituye un desafío para nuestro país.; Abstract: This paper studies the environmental legislation applicable to the exploitation of hydrocarbons in the Malvinas Islands, and the risks associated with it in terms of environmental safety. This activity is con-sidered one of the riskiest in terms of the damage it could cause to the environment.
Although the underlying theme is the sovereignty conflict between Argentina and the United Kingdom over the Malvinas Islands, South Georgia, the South Sandwich Islands and the surrounding maritime spaces, plus the bed and subsoil, there are other matters of relevance to our country as is the case of the exploration and exploitation of hydrocarbons. y Ucrania, el 24 de febrero de 2022 Vladimir
Putin anunció el inicio de una “operación militar
especial”. Independientemente de las argumentaciones
rusas, el avance del escenario
de guerra dejó en claro que Ucrania fue invadida
militarmente, se reportan ataques sobre
la población civil, se invoca un alto nivel de
violaciones a los derechos humanos, la migración
hacia países vecinos alcanzó en mayo de
2022 los 6 millones de personas y las pérdidas
materiales son inconmensurables. Frente
a este escenario, se produjo un intenso debate
entre las corrientes teóricas del mainstream de
las Relaciones Internacionales sobre las causas
de la guerra, se evidenciaron tensiones entre
el discurso y las acciones de algunos Estados
y organismos internacionales y se hizo patente
la escasez de información. Este último punto
involucró la denunciada parcialidad de la información
proveniente de Rusia, la supresión
total de esa información fomentada por los
Estados Unidos y Europa y canalizada por los
medios de comunicación y la clásica problemática
de las fuentes que involucra a los análisis
de coyuntura, donde los investigadores
cuentan con un acceso limitado a los datos en
un proceso que aún no ha finalizado. Dado lo
dicho, este artículo de investigación propone sistematizar y confrontar de manera preliminar
las afirmaciones del debate teórico (dato
disciplinar que se dispone fehacientemente
por cuanto las teorías han sido previamente
escritas) y las acciones políticas de los actores
occidentales (datos empíricos disponibles al
momento de la elaboración del trabajo). En
función de lo planteado, a través de una estrategia
metodológica cualitativa, se recurre
a fuentes primarias y secundarias incluyendo
–debido a la actualidad del tema– conferencias
y discursos disponibles en medios electrónicos.
El texto se organiza de la siguiente
manera: primero, se aborda el debate teórico
sobre las causas de la guerra, posteriormente se
repasan las posturas y acciones de los actores
occidentales que sustentan o desacreditan la
hipótesis de guerra provocada y, finalmente, se
avanza en algunas reflexiones finales.; Abstract: After months of growing tensions between
Russia and Ukraine, on February 24, 2022,
Vladimir Putin announced the start of a “special
military operation”. Regardless of the
Russian arguments, the progress of the war
scenario proved that Ukraine was militarily
invaded; attacks on the civilian population
were reported; a high level of human rights
violations were invoked; 6 million people were
forced to migrate to neighboring countries in
May 2022, and the material losses are immeasurable.
In this scenario, an intense debate
on the causes of the war started between the
several mainstream International Relations
theories; tensions between the discourse and
the actions of some states and international
organizations were shown, and the scarcity
of information proved to be the rule. The
latter involved not only the complaint about
the partiality of the information coming from
Russia, but also the total suppression of that
information promoted in the US, Europe and the mass media and the classic problem of the
sources given that researchers have limited access
to data in a process that has not yet been
finalized. Given that, this article proposes to
systematize and confront, in a preliminary
way, the affirmations of the theoretical debate
(disciplinary data that is reliably available
because the theories have been previously
written) and the political actions of Western
actors (empirical data available at the time of
writing this article). Based on the above stated
and through a qualitative methodological
approach, primary and secondary sources are
used, including – due to the current relevance
of the subject– conferences and speeches available
in electronic media. This article is organized
as follows: the first section addresses the
theoretical debate on the causes of war, the second
section reviews the positions and actions
of Western actors that support or discredit the
hypothesis of provoked war and, in the last

Plants need to rapidly and flexibly adjust their metabolism to changes of their immediate environment.
Since this necessity results from the sessile lifestyle of land plants, key mechanisms for orchestrating central metabolic acclimation are likely to have evolved early. Here, we explore the role of lysine acetylation as
a post-translational modification to directly modulate metabolic function. We generated a lysine acetylome
of the moss Physcomitrium patens and identified 638 lysine acetylation sites, mostly found in mitochondrial
and plastidial proteins. A comparison with available angiosperm data pinpointed lysine acetylation as a conserved regulatory strategy in land plants. Focusing on mitochondrial central metabolism, we functionally
analyzed acetylation of mitochondrial malate dehydrogenase (mMDH), which acts as a hub of plant metabolic flexibility. In P. patens mMDH1, we detected a single acetylated lysine located next to one of the four
acetylation sites detected in Arabidopsis thaliana mMDH1. We assessed the kinetic behavior of recombinant
A. thaliana and P. patens mMDH1 with site-specifically incorporated acetyl-lysines. Acetylation of A. thaliana
mMDH1 at K169, K170, and K334 decreases its oxaloacetate reduction activity, while acetylation of P. patens
mMDH1 at K172 increases this activity. We found modulation of the malate oxidation activity only in A.
thaliana mMDH1, where acetylation of K334 strongly activated it. Comparative homology modeling of MDH
proteins revealed that evolutionarily conserved lysines serve as hotspots of acetylation. Our combined analyses indicate lysine acetylation as a common strategy to fine-tune the activity of central metabolic enzymes
with likely impact on plant acclimation capacity.2022-01-01T00:00:00Z
