Resumen: This article argues that stringent immigration restrictions imposed by wealthy&#xD;
countries constitute a significant yet overlooked causal factor in the persistence of global&#xD;
poverty. While prevailing accounts attribute poverty primarily to the deficient institutions&#xD;
of poor countries, the paper contends that such explanations implicitly treat immigration&#xD;
restrictions as fixed background conditions rather than as variables with independent&#xD;
explanatory power. Drawing on institutional economics, political theory, and the literature&#xD;
on exit and voice, it argues that restrictions on international mobility reduce the bargaining&#xD;
power of citizens in poor countries by limiting credible exit options, thereby reinforcing&#xD;
exclusionary political coalitions and inhibiting institutional reform. The article further&#xD;
examines the normative implications of this causal relationship, maintaining that common&#xD;
justifications for immigration restrictions fail to account for their contribution to&#xD;
institutional stagnation and poverty.; Este artículo sostiene que las estrictas restricciones migratorias impuestas&#xD;
por los países ricos constituyen un factor causal significativo, aunque ampliamente&#xD;
ignorado, en la persistencia de la pobreza mundial. Mientras que las explicaciones&#xD;
predominantes atribuyen la pobreza principalmente a las instituciones deficientes de los&#xD;
países pobres, el trabajo argumenta que tales enfoques tratan implícitamente las&#xD;
restricciones migratorias como condiciones de fondo invariables, en lugar de&#xD;
considerarlas variables con un poder explicativo propio. A partir de los aportes de la&#xD;
economía institucional, la teoría política y la literatura sobre exit y voice, el artículo&#xD;
sostiene que las restricciones a la movilidad internacional reducen el poder de&#xD;
negociación de los ciudadanos de los países pobres al limitar sus opciones creíbles desalida, reforzando así las coaliciones políticas excluyentes e inhibiendo las reformas institucionales. Asimismo, examina las implicancias normativas de esta relación causal y sostiene que las justificaciones habituales de las restricciones migratorias no tienen en cuenta su contribución al estancamiento institucional y a la pobreza.</description>

Estado. Sostiene que una utopía no debe juzgarse por su aplicación actual, sino por su&#xD;
coherencia con la naturaleza humana y los principios de la acción humana. Recorre la&#xD;
evolución de estas ideas desde Gustave de Molinari hasta autores como Murray Rothbard,&#xD;
David Friedman, Ayn Rand y Michael Huemer, quienes exploran cómo podrían proveerse&#xD;
de manera voluntaria la seguridad, la justicia y otros servicios. El trabajo también examina&#xD;
críticas, propuestas de transición y las condiciones necesarias para que una sociedad sin&#xD;
Estado pudiera funcionar. Concluye que, aunque esta visión siga siendo una utopía,&#xD;
constituye un ejercicio intelectual valioso para evaluar instituciones, ampliar los límites de&#xD;
la filosofía política e imaginar posibles formas futuras de organización social.; The article examines the libertarian utopia as a proposal for social&#xD;
organization based on private property, voluntary exchange, and the absence of the&#xD;
state. It argues that a utopia should not be judged by its current feasibility, but rather by&#xD;
its consistency with human nature and the principles of human action. The paper traces&#xD;
the development of these ideas from Gustave de Molinari to thinkers such as Murray&#xD;
Rothbard, David Friedman, Ayn Rand, and Michael Huemer, who explore how security,&#xD;
justice, and other services could be provided voluntarily. It also examines critiques of the&#xD;
libertarian utopia, proposals for a transition toward such a society, and the conditions&#xD;
necessary for a stateless social order to function. The article concludes that, although this&#xD;
vision remains a utopia, it represents a valuable intellectual exercise for evaluating&#xD;
institutions, expanding the boundaries of political philosophy, and imagining possible&#xD;

Resumen: Este artículo analiza el pensamiento político de François Guizot y John Stuart&#xD;
Mill, figuras centrales del liberalismo decimonónico, a través de un ejercicio de lectura en&#xD;
contrapunto. El estudio identifica que, mientras Guizot buscaba clausurar la Revolución&#xD;
Francesa mediante un 'liberalismo del justo medio' capaz de conciliar orden y libertad, Mill&#xD;
advertía sobre el peligro que suponía un horizonte de estancamiento e inmovilidad para&#xD;
las sociedades modernas. A partir de sus diagnósticos y posicionamientos respecto de la&#xD;
diversidad, la soberanía y la representación, el trabajo revela algunas de las tensiones&#xD;
internas de la tradición liberal. Se concluye que el antagonismo sistemático defendido por&#xD;
Mill y la búsqueda de una aristocracia de la razón y un gobierno moderado en Guizot&#xD;
representan dos modulaciones críticas —una de conservación y otra de avanzada— frente&#xD;
a los desafíos de la naciente sociedad democrática.; This article analyzes the political thought of François Guizot and John Stuart&#xD;
Mill, key figures of nineteenth-century liberalism, through a comparative reading&#xD;
exercise. The study identifies that, while Guizot sought to close the French Revolution by&#xD;
means of a "juste milieu liberalism" capable of reconciling order and liberty, Mill warned&#xD;
about the dangers that a horizon of stagnation and immobility posed to modern societies.&#xD;
Based on their diagnoses and positions regarding diversity, sovereignty, and&#xD;
representation, the work reveals some of the internal tensions within the liberal tradition.&#xD;
It concludes that the systematic antagonism defended by Mill and the search for anaristocracy of reason and a moderated government in Guizot represent two critical&#xD;
modulations, one conservative and the other progressive, addressing the challenges of&#xD;
the emerging democratic society.</description>

debates sobre derechos, propiedad y justicia. Sus trabajos se inscriben dentro de la&#xD;
tradición del liberalismo clásico, según la cual el Estado debe proteger los derechos&#xD;
individuales, incluyendo derechos de propiedad fuertes, y asegurar la igualdad ante la ley.&#xD;
En este texto analizamos cómo Maloberti señala algunas limitaciones de ciertos enfoques&#xD;
liberales, examina el problema de la rectificación de las injusticias históricas y contempla&#xD;
la posibilidad de una teoría liberal compatible con los llamados “derechos samaritanos”; The political philosophy of Nicolás Maloberti combines a rigorous analytical&#xD;
approach with an interest in contemporary normative theory, particularly in debates on&#xD;
rights, property, and justice. His work falls within the tradition of classical liberalism,&#xD;
according to which the state must protect basic individual rights, including strong&#xD;
property rights, and ensure equality before the law. In this text, we analyze how&#xD;
Maloberti points out some limitations of certain liberal approaches, examines the&#xD;
problem of rectifying historical injustices, and considers the possibility of a liberal theory&#xD;
compatible with so-called “Samaritan rights”</description>
